A reserve police officer is a volunteer within the community who holds a passion for service. They perform law enforcement duties in their community. Police departments, sheriff’s departments and state police departments all have reserve police officers.

Chief Derrick Lawalin joined TCPD in 2001 as a reserve officer. Chief Lawalin began serving as a full-time officer in 2002. Chief Lawalin's experience includes nine years as a canine handler. He also served as Detective before being promoted to Chief of Police in 2015. Chief Lawalin holds a Criminal Justice Degree from Vincennes University and instructor certifications in Traffic stop safety and response to active shooters. Chief Lawalin was named MADD Officer of the Year in 2005 and received a Meritorious Service Award in 2010. In addition, Chief Lawalin is a two time recipient of the "Life saving Medal". Assistant Chief Bender joined the TCPD in 1998 and served as a Patrolman before being appointed Assistant Chief in 2015. Assistant Chief Bender is a four year veteran of the United States Coast Guard. Assistant Chief Bender is also a graduate of the University of Southern Indiana as well as Oakland City University where he obtained his bachelor's degree in business administration. Assistant Chief Phillip Flamion joined TCPD in 2006 and served as a patrol officer. Assistant Chief Flamion served several years as a school resource officer before being promoted to Assistant Chief of Police in 2023. Assistant Chief Flamion is a less lethal tactics instructor for the department and supervises the communications center. Assistant Chief Flamion holds a Criminal Justice Degree from Vincennes University.

Lt. Detective Hammack has been with the Tell City Police Department since 2004, when he joined the Tell City Police Department Reserve Division. He was hired as a full time officer in May of 2006 and graduated from the Indiana Law Enforcement Academy in December of that same year. Lt. Detective Hammack earned his Instructor Development Certification through the Indiana Law Enforcement Academy and serves as the department's firearms instructor. Lt. Detective Hammack was promoted to the position of Detective in 2018 and has received awards such as the "Life Saving Medal" and "Citation of Commendation" during his tenure at the department.

Cher joined TCPD in November of 2014. She began working in the dispatch center, and appointed as the Records Coordinator in 2022. Cher still retains certifications for Indiana Data & Communication Systems (IDACS) and Emergency Medical Dispatch (EMD) which is required for the dispatch operators. Along with her administrative duties for records, Cher fills in as needed in the dispatch center. Patrol Lt.A reserve police officer’s requirements and duties vary significantly, depending on the venue and location of their service. Some have full powers of operation similar to a regular police official, but in other instances they have very limited duties and authority. In some departments, the reserve police are uniformed in the same way as regular law enforcement officers, but don’t carry weapons or make arrests. Their duties may only include doing office work, community relations, traffic control and issuing warrants and subpoenas. At the Tell City Police Department, we strive to get the very best out of our reserve officers. Tell City Police Reserves meet training standards that are equivalent to that of regular officers. Tell City Police Reserve Officers are sworn to enforce state statutes and local ordinances and provide a law enforcement presence at public events. Tell City Police Reserve Officers must meet specific work requirements to maintain their service.
